The "BEFORE".

Based on the statistics of previous years, it is expected that well OVER 100 People will die on Spanish roads during this Easter Week.

However, as an afterthought and half hearted effort to save lives, the Government has belatedly launched a television campaign which concentrates on "smoking at the wheel", "wearing seat belts" and "talking on mobile phones". Strangely there is no mention of either "speeding" or even "drink driving", both of which are the most common causes of road death here.
